National Action Plan (NAP) 1325
In October 2000, the United Nations (UN) Security Council unanimously passed Resolution 1325 on “Women, Peace and Security“ (Resolution 1325). Four years later, the Security Council was already calling on UN member states to work out a plan for the implementation of the resolution at national level.
It was not until December 2012 that the German Federal Cabinet passed the cross-sectoral “National Action Plan on the Implementation of Security Council Resolution 1325”, covering the period 2013-16. However, the Action Plan had no independent budget, no formulations of its objectives, and no indicators to measure the achievement of its targets.
Revised second and third action plans followed in 2017 and 2021.
Assessment of the 3rd Action Plan
medica mondiale welcomes the fact that in its 3rd Action Plan (2021-2024), the Federal Government explicitly recognises that a gender-transformative, human rights and intersectional approach is necessary to successfully advance Agenda 1325. There are still improvements we see as necessary, which we have described in the “Civil Society Statement on the German Government’s National Action Plan“.
